On the morning of December 31, 2019, the meeting of the leading group of provincial colleges and universities on the cooperative construction and the launching ceremony of the Institute of Energy and Institute of Artificial Intelligence of Hefei Comprehensive National Science Center were held in Hefei. Li Jinbin (secretary of the provincial Party committee) and Bai Chunli (president of the Chinese Academy of Sciences) attended the meeting and delivered a speech. Li Guoying (the governor of Anhui Province) presided over the meeting. Provincial leaders Deng Xiangyang, Tao Minglun, Song Guoquan, and Wang Cuifeng, Xiang Libin (vice president of the Chinese Academy of Sciences ), and Shu Gequn (secretary of the Party Committee of the University of Science and Technology of China) attended the meeting.

The progress of the cooperation between Anhui Province and Chinese Academy of Sciences in 2019 and the arrangement of key work in 2020, as well as the implementation plan and regulations for the establishment of the Institute of Energy and the Institute of Artificial Intelligence were discussed and approved in the meeting. Bao Xinhe (president of the University of Science and Technology of China), Liu Jianguo (dean of the Hefei Institutes of Physical Science of Chinese Academy of Sciences), Li Jiangang (dean of the Institute of Energy ), and Wu Feng (executive dean of the Institute of Artificial Intelligence) delivered a speech, respectively.

In his speech, Li Jinbin pointed out that Anhui Province had a long history in the cooperation with Chinese Academy of Sciences. In recent years, they had been highly synergistic and consistent in innovation cooperation. Since the 18th CPC National Congress, we thoroughly studied and implemented General Secretary Xi Jinping’s important exposition on scientific and technological innovation and the spirit of the important speech during his visit to Anhui, actively implemented the matters agreed in the comprehensive innovation cooperation agreement between Anhui Province and Chinese Academy of Sciences, had built a high-level cooperation platform, formed a high-efficiency cooperation mechanism, and made advanced, sophisticated and advanced cooperation achievements, which had vigorously promoted the construction of Hefei Comprehensive National Science Center and supported the innovative and high-quality development of Anhui province.

He stressed that to increase the stance and fully understand the construction of the Institute of Energy and Institute of Artificial Intelligence was the key to implementing the general secretary's directive of "taking the initiative in innovation", an important channel to help the country solve its "bottleneck" problem, a major measure to promote the reform and innovation of the science and technology system, and a practical action to build China's core strategic scientific and technological force. We should focus on key issues, seek breakthroughs in key core technologies, pooling innovative resources, and industrializing scientific and technological achievements, accelerate the pooling of world-class innovation resources, promote world-class scientific and technological achievements, build a world-class comprehensive research base, and promote higher-quality integrated development of the Yangtze River Delta. We should strive to strengthen security, fully delegate power and loosen restrictions, and intensify opening-up and innovation, make every effort to provide service guarantee in terms of talents, funds and infrastructure, spare no effort to support, build and develop the Institute of Energy and Institute of Artificial Intelligence, and make positive contributions to building an innovative country.

Bai Chunli pointed out that the cooperation between Chinese Academy of Sciences and Anhui Province had a deep foundation. In recent years, the level of cooperation between the two sides had been continuously improved, the fields had been continuously expanded, and the achievements had been constantly emerging. The construction of international cutting-edge scientific research and technology R & D institutions had been accelerated, the construction of world-class major scientific and technological infrastructure clusters had been accelerated, and a number of scientific and technological achievements with global influence had been continuously produced. In the new year, both should focus on the present, accelerate the development of key tasks and the construction of important projects, and ensure the completion of various tasks. We should look to the future and systematically plan and deploy the important tasks of sci-tech cooperation between the Hefei Comprehensive National Science Center and Anhui Province and Chinese Academy of Sciences during the 14th Five-Year Plan. We should seize the opportunity and take the rise of regional integration of the Yangtze River Delta as a national strategy to further consolidate consensus, identify the key points of work, and deploy important tasks, so as to jointly create a differentiated innovative development path. Chinese Academy of Sciences will continue to strengthen the cooperation with Anhui Province, build Hefei Comprehensive National Science Center  into a demonstration area of science and innovation centers in the Yangtze River Delta region and the whole country, so that the innovation momentum of the Chinese Academy of Sciences will contribute more to the economic and social development of Anhui Province in the new era.

Li Guoying pointed out that it was necessary to formulate specific implementation plans for the key tasks of the cooperation  between Anhui Province and Chinese Academy of Sciences, refine the division of tasks, strengthen overall planning and coordination, and implement them one by one. We should focus on key research directions, innovate systems and mechanisms, gather resources from all sides, build and run the Institute of Energy and Institute of Artificial Intelligence of Hefei Comprehensive National Science Center well, and vigorously promote the construction of the scientific and technological innovation source in our province.

At the meeting, Li Jinbin, Bai Chunli, Li Guoying and other leaders issued letters of appointment to the president and executive president of the Institute of Energy and Institute of Artificial Intelligence, and jointly held the launching ceremony of the Institute of Energy and Institute of Artificial Intelligence .
