Zhang Hongwen, a member of the Standing Committee of the CPC Anhui Provincial Committee and vice-governor of Anhui Province, visited Institute of Energy of Hefei Comprehensive National Science Center on Dec. 13. Relevant provincial and municipal leaders, Academician Li Jiangang, executive director Song Yuntao and deputy director Hu Haomin of Institute of Energy attended the the symposium.

Zhang Hongwen and his delegation first visited the laboratories of relevant projects and affirmed the construction of the Institute of Energy. Subsequently, Zhang Hongwen presided over a symposium and listened to the report on the development and construction of Institute of Energy. They discussed how to promote the innovation of system and mechanism of new R & D institutions and how to transform the scientific and technological achievements.

It was stressed that new R & D institutions are an important starting point for implementing the innovation driven development strategy and building a transformation system of scientific and technological achievements. They play an important role in promoting scientific and technological progress and industrial development. We should earnestly implement the important exposition of the General Secretary Xi Jinping on scientific and technological innovation, accelerate the construction of scientific and technological innovation and achievement transformation and application system, and turn more innovative achievements into real productive forces according to the deployment and arrangement of the 11th Provincial Party Congress to help the high-quality development of Anhui economy and society. We should adhere to the concept of innovation promoting reform and reform promoting development, accelerate the system and mechanism innovation of new R & D institutions, guide the investment of diversified investors, and introduce and train more high-end talents to promote the healthy development of new R & D institutions. We should strengthen inter-departmental coordination, accelerate the construction of pilot-ripening system of achievements, build a one-stop mechanism for the transformation of service achievements, and promote the efficient transformation of scientific research achievements in order to form an industrial cluster. It is very necessary to improve support policies, do a good job in service guarantee in an all-round way, and provide strong guarantee for the operation and development of various R & D subjects.
