On July 22, 2025, the launch meeting of the Chinese Academy of Engineering (CAE) major consulting research project “Exploring the Mechanism of Spin-off Achievements Along the Major Science Projects for Frontier Technology R&D” was successfully held in Hefei. Academicians of the Chinese Academy of Engineering — Zhang Pingxiang, He Duohui, Wan Yuanxi, Zhao Xiangeng, Li Gensheng, and Zhang Laibin — as well as Academician Wan Baonian of the Chinese Academy of Sciences attended the meeting upon invitation. Other attendees included Zhang Yi, Fourth-Level Researcher of the Anhui Provincial Development and Reform Commission; Lu Hao, Deputy General Manager of Anhui Energy Group Co., Ltd.; and Liu Lu, Chairman of Hefei Zhongke Ion Medical Technology and Equipment Co., Ltd. Academician Zhang Pingxiang served as the leader of the expert panel. Project principal investigator Academician Li Jiangang, Xu Xihong, Vice President of the Anhui Institute of China Engineering Science and Technology Development Strategy, Hu Haomin, Executive Vice President of the Institute of Energy, Huang Shuzhen, General Manager of Fusion New Energy (Anhui) Co., Ltd., Xu Liangji, Vice President of Anhui University of Science and Technology, Ling Hangkun, Assistant to the President of the Institute of Energy, as well as key research personnel and relevant staff from management departments, also participated in the meeting. The meeting was chaired by Academician Li Jiangang, with opening remarks delivered by Vice President Xu Xihong.

Leaders of each sub-project reported on the objectives, tasks, research plans, expected outcomes, and next-step work plans for the four topics: “Research on Innovation and Development Trends of Frontier Technologies,” “Research on the Current Status of Frontier Technology Industries,” “Research on Mechanisms for Transforming Scientific and Technological Achievements,” and “Research on the Development Path of Spin-off Achievements Along the Way for Frontier Technologies in Anhui.”

The attending academicians and experts agreed that the project holds great significance for promoting high-quality development of frontier technologies in Anhui through the “spin-off achievements along the way” mechanism and accelerating the building of a strong province in science and technology. They suggested that the project team closely integrate the spirit of General Secretary Xi Jinping’s important speeches during his inspection of Anhui with Anhui’s needs for cultivating future industries, thereby enhancing the strategic, forward-looking, and guiding value of the research. Academician Li Jiangang urged the project team to fully absorb the suggestions from the attending academicians and experts, conduct targeted surveys, comprehensively assess the development trends and industrial status of frontier technologies in Anhui, study mechanisms for transforming scientific and technological achievements on the basis of thorough research, and propose a development path for spin-off achievements along the way.

Going forward, the project team will take this launch meeting as an opportunity to systematically conduct case studies on typical examples, carry out in-depth research, and strive to provide high-quality recommendations and countermeasures for establishing the “spin-off achievements along the way” mechanism for frontier technology R&D in Anhui Province.
